The Annual Assay Medal for 1939 portrays Henry Morgenthau Jr. on the obverse. Morgenthau was the current Secretary of the Treasury and his image faces to the left and states his name and title in the legend. The reverse displays a workman pouring hot metal from a furnace into ingot molds. The legend reads, “Annual Assay Commission 1939 United States Mint Phila”. The current process for creating medals is vastly different, making this reverse image historically important. Morgenthau later gave the Soviets glass negatives of German occupation currency plates and cost American taxpayers a large sum of money and gave him a bad reputation.
